NIH: The functions a user can perform in a system are based on the role assigned to his or her account. 

Examples:  

• In the eRA Commons system a person with the Signing Official (SO) role can electronically sign and submit applications, progress reports and other official grant documents to the agency on behalf of their organization.
• In the Grants.gov system a person with the Authorized Organization Representative (AOR) role can submit grant applications for their organization.
