Stanford: The Prior Year Balance is the amount carried forward from one fiscal year to the next for a service center whose year-end net balance (current income less current expense, plus or minus the prior year's net balance) is within plus or minus (+/-) 5% or 15% of its annual expenditures (including the PYB). See Exhibit B for specific examples of +/- 5% or 15% breakeven calculations.
