NIH: The Executive Office of the President, Office of Management and Budget.

NHLBI: oversees the preparation of the federal budget, evaluates the effectiveness of agency programs, policies, and procedures, assesses competing funding demands among agencies, and sets funding priorities.

Stanford: The Federal Office of Management and Budget issues regulatory costing principles which govern the cost policies of institutions doing research under Government-funded grants and contracts. OMB oversees and coordinates the Administration's procurement, financial management, information, and regulatory policies. In each of these areas, OMB's role is to help improve administrative management, to develop better performance measures and coordinating mechanisms.

OSP: Agency of the Executive Branch of the U.S. Government that assists the President in overseeing the preparation of the Federal budget and establishes government-wide grants management policies and guidelines through circulars and common rules.  These policies are adopted by each grant-making agency. 

PVAMU: Part of the Executive Office of the President. Working cooperatively with the grant-making agencies and the grantee community, OMB leads development of government-wide policy to assure that grants are managed properly and that Federal dollars are spent in accordance with applicable laws and regulations (See OMB Circulars). OMB does not award grants.
