OSP: The Department of Health and Human Services, the National Science Foundation, and most other federal agencies define research misconduct as "fabrication, falsification, or plagiarism in proposing, performing, or reviewing research, or in reporting research results." At Harvad, responsibility for establishing and implementing research misconduct policies and procedures rests with the Schools.
