NSF3: Foreign citizens, foreign organizations, or foreign governments, as well as international organizations (such as the North Atlantic Treaty Organization (NATO), United Nations Educational, Scientific, and Cultural Organization (UNESCO), and World Health Organization (WHO)), performing R&D work abroad financed by the Federal Government. Excluded are U.S. agencies, organizations, or citizens performing R&D abroad for the Federal Government; the survey does not seek information on "off-shore" payments. An exception is made in the case of U.S. citizens performing R&D abroad under special foreign currency funds; these activities are included under "Foreign performers." Foreign scientists performing in the United States are excluded, however. See also Performer and Extramural performer.
