Utah: When the initial source of funds for a project is directly attributable to the federal government through a grant or contract to a non-federal sponsor and the funds are received by the University from the non-federal sponsor. Federal flow through funds gain the identity of federal funds upon receipt of an award to the University and federal rules apply to the receipt, spending and accounting of the funds unless expressly exempted by the federal agency initially making the award.
