Those costs not readily identified with a specific project or organizational activity, but incurred for the joint benefit of both sponsored projects and other activities.
The Institution negotiates F&A rates with its cognizant agency. Foreign participants can also negotiate (not NIH) but are allowed a 10% de minimis rate (8% for NIH).
