Taimu: Cost sharing or matching means the portion of project costs not paid by Federal funds (unless otherwise authorized by Federal statute). See also §200.306 Cost sharing or matching. Mandatory: Cost share commitments that are required by the agency for the award Voluntary Committed Cost Sharing:

Cost share commitments that are not required for the award but are voluntarily committed in the budget and/or in the project proposal. Voluntary Uncommitted:  Cost share commitments that are neither required for the award nor obligated in the project budget or proposal, but they represent University commitment actually spent on the project. This type of cost share doesn't need to be tracked, reported, or included in the F&A base.
