NIH: Machines used to acquire, store, analyze, process, and publish data and other information electronically, including accessories (or "peripherals') for printing, transmitting and receiving, or storing electronic information. See also "supplies" and "information technology systems."

OSP: Computing devices means machines used to acquire, store, analyze, process, and publish data and other information electronically.  Computing devices less than $5,000 are generally considered supplies and can therefore be directly charged to a federal award as long as they are essential and allocable to the performance of a federal award.  (2 CFR §200.20)
