NSF3: Classifying research and development on the basis of the character of the work, i.e., basic research, applied research, or development, may present problems. It may be necessary in some cases to employ a measure of judgement in distributing obligations among categories. In cases where an overlap exists, funds should be assigned to the category most appropriate to the principal type of work supported. See also Research, development, and R&D plant.
