The aim of this process for reform of the higher education sector, which was initiated in 1999 in the Italian university city of Bologna, is to create internationally accepted higher education qualifications, to assure the quality of study programmes and to promote employability. The Bologna process, in which 47 countries, the European Commission and eight organizations in the higher education sector are participating, applies a partnership approach, by focusing centrally on the involvement of higher education institutions, students and social partners (employers’ and employees’ representatives).
